The current output of a solar panel is proportional to the sunlight shinning on it. Most commercial panels output around 5Amp at AM1.5, or 100% sun.
If its a 24 volt panel, you can switch it to 12V at 10A, using the same IC your using, running at around 50% duty cycle through an efficient converter.
In your case, you need to regulate using a current feedback loop, as opposed to voltage. The IC would need regulate the current on the output to 10A. This would result in the voltage changing, rather than the current, when the lighting condition vary.
