I'm not really sure if a low fill factor effects output power at low light levels.
Give me your panel and i can test it against a standard panel.

Either way, i don't see how someone could artificially effect the fill factor of their solar panel.

Also have a look at John Jeffery's model car help file. It covers probably the most efficient/low loss design that you can have for a model solar car.

The 2005 and 2006 national winning cars and the the test car that posted the 15.75 second lap at this year's national event were all built based on a number John's concepts.

This year's Winthrop and Girawheen cars were also built following John's help file.

I can also add that the primary rule change for cars in 2009 is probably going to be the change from the two 1L milk cartons to one 2L milk bottle. The orientation of the milk bottle within the car will be unrestricted.
